About the Area; About the Programs
Administration:
Greater Victoria Area is part of the largest of 3 Scouts Canada Councils in BC. Cascadia Council encompasses the Yukon, Vancouver Island, Northern, Central and Interior BC and the Kootenays. Program support is provided to Vancouver Island through the Vancouver Islands service area. Pacific Coast Council and Fraser Valley Council make up the other 2 Scouts Canada councils in BC.
All three BC Councils are supported by the BC/Yukon Operations Centre in Vancouver. Alamin Pirani, the Executive Director, and the staff provide administrative support to Scouting in BC.

GVA Scout Shop
Scout Shop:
GVA's Scout Shop is located at 505 Marigold Avenue (between Burnside West and Interurban Road). Scout shop stocks uniforms, badges, equipment, resource books and other things that both youth and adult members may need. The shop may be reached at (250)727-3329.
The Scout Shop is ALWAYS closed on the Saturday of long weekends!!!
Camp Barnard
Camp Barnard - 251 acres one hour from downtown Victoria, BC; 3 km from Sooke, the camp has a 17 acre lake and extensive hiking trails. Two fully equipped kitchens each seat 100+ with bunkhouses nearby. Two lodges provide kitchen, activity and sleeping area for up to 50. Plenty of wilderness camping sites with canoeing, swimming, hiking, geocaching, frisbee golf available on site. Many attractions nearby including easy access to Juan de Fuca Trail. Live-in caretaker.

Scouting, Guiding and non-Scouting youth groups are welcome to book space at our Lodge, cabin circles or tenting spaces. Contact the Camp Registrar for more information or see the Registration Procedure page.
See the Camp Barnard page - have a look at a few photos, read about the facilities and how Scouting, Guiding or other groups can book and use the camp. But there's nothing like visiting it in person - anyone who's been there will tell you pictures just don't do it justice.
Scouting's Mission, Values, Principles and Practices
As one of the 154 accredited National Scout Organizations in the World Organization of the Scout Movements, Scouts Canada's mission is:
To contribute to the education of young people, through a value system based on the Scout Promise and Law, to help build a better world where people are self fulfilled as individuals and play a constructive role in society.
Values:
Scouting strives to contribute to the development of the social, spiritual, physical and mental aspects of youth. Scouting programs are based on values that include:
- best personal efforts
- contribution to community
- respect for self and others
- learning by doing
- working cooperatively in small groups
- recognizing and complimenting individual development, and
- outdoors as an essential learning resource
Principles:
Scouting is based on three broad principles:
Duty to God: Adherence to spiritual principles, loyalty to the religion that expresses them and acceptance of the duties resulting from that adherence.
Duty to Others: Loyalty to one's country in harmony with the promotion of local, national and international peace, understanding and cooperation, and Participation in the development of society, with recognition and respect for the dignity of one's fellow-being and for the integrity of the natural world.
Duty to Self: Responsibility for the development of ones self. This is in harmony with the educational purpose of the Scout Movement whose aim is to assist young people in the full development of their potentials.
Practices:
Scouting Practices are a system of progressive self-education that includes:
- a promise and law,
- learning by doing,
- membership in small groups,
- progressive and stimulating programs,
- commitment to the values of doing one's best, contributing to the community, respecting and caring for others, and contributing as a family member, and
- use of outdoor activities as a key learning resource
